If H.R. 1 becomes “law,” we will have two choices: We can suffer years of election confusion, litigation, and likely corruption. Or we can adopt an amendment to straighten things out. Because Congress is unlikely to propose such an amendment unless it extends congressional “reform” even further, the only way to obtain one would be to call a convention of the states to propose it, not a bad idea. But confusing and corrupting our elections would be a very stiff price to pay.
